Program Staff
DANIEL BRUNER, ESQ.
Daniel Bruner is director of legal services at Whitman-Walker
Clinic. At Whitman-Walker, Dan’s practice has concentrated
on discrimination in employment and health care; on insurance
and employee benefits; and on privacy issues. Prior to joining
Whitman-Walker’s staff in 1995, Dan was a partner at
the Washington, D.C., law firm of Spiegel & McDiarmid.
While at Spiegel & McDiarmid, he was a Whitman-Walker
volunteer attorney for five years, and also worked on pro
bono projects with the Pennsylvania AIDS Law Project and Lambda
Legal. Dan received his law degree, magna cum laude, and a
Master’s in Public Policy from the University of Michigan.
He studied philosophy at the graduate level at the University
of California at Berkeley. He is the author of "High-Risk
Sexual Behavior By Persons Living With HIV/AIDS," and
"Failure to Disclose HIV Infection to Sex Partners: How
Do We Respond?" 19 J. AIDS & Public Policy 11 (2004).
Dan is also an associate adjunct professor of law at American
University’s Washington College of Law, where he teaches
public health law.
CESAR ARNAO
Cesar Arnao is a Public Benefits Eligibility Coordinator for the Legal Services Program. He has extensive experience in the private sector and for non-profit organizations, especially in bilingual outreach. Before joining Whitman-Walker, he was a Bilingual Outreach Coordinator for Together Rx Access. He also worked for more than three years as a Bilingual Information Specialist for HRSA under the U.S. Department of Health and Human Services. Cesar has a Bachelor's degree in Communications from the University of Lima (Lima-Peru 1999).
ALYSSA L. ARNOLD, ESQ.
Alyssa Arnold is a staff attorney for the Whitman-Walker Clinic Legal Services Program. Alyssa is based at the Clinic’s Max Robinson Center in Anacostia and represents clients in all areas of practice. Before joining Whitman-Walker Clinic, Alyssa practiced as a legal services attorney in New York City at the Lenox Hill Neighborhood House. During law school, she interned at the Legal Action Center, South Brooklyn Legal Services and the HIV Law Project. Alyssa received her J.D. with honors from New York University School of Law in 2003 and her B.A. summa cum laude, Phi Beta Kappa from Williams College in 1999. Alyssa is a member of the New York Bar.
LEE BRUBAKER
Lee Brubaker began her work with Legal Services in December of 2007 as their Operations Manager. She helps the Legal Services Program and attorneys streamline and manage operations. She previously spent three years as the Corporate Paralegal to the General Counsel at Whitman-Walker Clinic and prior to that as a Paralegal at Finnegan Henderson Farabow Garrett & Dunner. Lee received her BA in Sociology/ Anthropology from Shippensburg University in 2000 and her Paralegal Certificate from George Washington University in 2001. Lee is currently enrolled in George Washington Universities Masters of Paralegal Studies Program.
CAROLINE CIUNI
Caroline Ciuni is the pro bono coordinator for Whitman-Walker Clinic legal services. She assists the Legal Services Program with volunteer attorney recruitment, client case placement and fundraising. During college, Caroline served as the community service chair for the Archon Society, a community service organization of Kenyon College. She is a 2004 graduate of Kenyon College.
KATIE FEIOCK, ESQ.
Katie Feiock is a staff attorney at Whitman-Walker Clinic legal services program. She works at the Max Robinson Center in Anacostia, and she represents clients with a wide range of legal issues. Before joining Whitman-Walker, Katie represented labor unions and individual employees as an associate at James & Hoffman, a boutique labor and employment law firm in Washington, DC. Immediately following her graduation from law school, Katie clerked for Judge Fortunato Benavides in the U.S. Court of Appeals for the Fifth Circuit and for Senior Judge Avern Cohn in U.S. District Court for the Eastern District of Michigan. Katie received her J.D. from Columbia Law School in 2002 and her B.A. from Harvard in 1996. She is a member of the New York and District of Columbia Bars.
BETH HADLEY, ESQ.
Beth Hadley is a volunteer staff attorney at Whitman-Walker
Clinic. She focuses on Social Security disability issues and
also assists clients with Medicare and Medicaid problems.
Ms. Hadley has worked as a health policy analyst for a variety
of organizations in Washington, including the National Association
of Insurance Commissioners, the American Nurses Association,
the Office of Technology Assessment and the U.S. Department
of Health and Human Services. Most recently, she was an assistant
research professor at Georgetown’s Institute for Health
Care Research and Policy. Before moving to Washington, she
was an assistant attorney general for the state of Connecticut,
where she represented the state health department and health
licensing boards. She earned her law degree at the University
of California at Berkeley, her master’s of public health
degree from Yale, and is a magna cum laude, Phi Beta Kappa
graduate of Yale College.
ERIN LEVETON, ESQ.
Erin Leveton is a senior managing attorney at the Whitman-Walker
legal services program. She is responsible for overseeing
the program’s legal work. Erin’s practice concentrates
on discrimination cases for people living with HIV and transgender
clients. She also practices in public benefits, insurance,
confidentiality and estate planning. Before joining Whitman-Walker
in April 2001, Erin practiced as a legal services and disability
rights attorney for five years, first with Florida Rural Legal
Services and then with the Maryland Disability Law Center.
While with Florida Rural Legal Services, she was a member
of the National Taskforce on Rural HIV/AIDS. Erin received
her J.D. with honors from George Washington University Law
School in 1996 and her B.A., magna cum laude, Phi Beta Kappa,
from the State University of New York at Binghamton in 1993.
Erin is admitted to the bars of the District of Columbia,
Maryland, Virginia, Florida and the United States District
Court for the District of Maryland.
ERIN M. LOUBIER, ESQ.
Erin Loubier is a senior managing attorney for the legal services
pProgram of Whitman-Walker Clinic. Erin's area of expertise
is public benefits. In addition to handling and mentoring
on public benefit cases, she oversees the pro bono program,
including training and materials to support staff, volunteers,
and others handling legal services for people with HIV. She
is the chair of the D.C. Bar's annual public benefits training
and serves as faculty and trainer for numerous other trainings.
Erin came to Whitman-Walker Clinic as the public benefits
attorney, immediately following her graduation from American
University's Washington College of Law in 1998. During law
school, she interned at Whitman-Walker Clinic, the National
Abortion Federation, and the National Abortion Rights Action
League (NARAL). Erin also worked for three years at Equal
Justice Works (formerly the National Association for Public
Interest Law) as student organizer and programs coordinator.
Erin is a member of the District of Columbia and Maryland
Bars.
NOAH METHENY, ESQ.
Noah Metheny is a staff attorney at the Whitman-Walker Clinic legal services program. He works primarily on public benefits and his responsibilities include overseeing the public benefits clinic. Noah came to Whitman-Walker Clinic following his graduation from UC Berkeley School of Law in 2006. While at law school, he interned at Positive Resource Center and East Bay Community Law Center, where he provided public benefits advocacy for people living with HIV/AIDS. Noah received his B.A. from Swarthmore College.
KATIE NICOL
Katie Nicol is a Public Benefits Eligibility Coordinator for the Legal Services Program. Katie graduated with a Bachelor's degree in Community Health and American Humanics from LSU-Shreveport. Prior to coming to Whitman-Walker, Katie worked as an intern in the development department of NARAL Pro-Choice American. Before that she worked as a Care Coordinator at the NW Louisiana AIDS Resource Center in Shreveport, Louisiana, where she administered all intakes for new clients and coordinated all functions of the food pantry. Katie has also volunteered at the YWCA in Shreveport as a sexual assault advocate and on the sexual assault hot-line and periodically at the Food Bank of NW Louisiana AIDS Resource Center.
TODD PILCHER, ESQ.
Todd Pilcher is a senior managing attorney at the Whitman-Walker Clinic legal services program. He is responsible for overseeing operations, administration, and grant writing for legal services and he practices extensively in the area of immigration law for HIV-positive aliens. Todd’s practice concentrates on political asylum, family-based immigration petitions, adjustment of status, and HIV waivers. He also serves as a mentor on immigration issues to Whitman-Walker Clinic volunteer attorneys. Furthermore, Todd sits on the board of directors of the Capital Area Immigrants’ Rights Coalition. He received his J.D. from Washington University School of Law in St. Louis in 1995 and his B.A. from Emory University. Todd is a member of the District of Columbia and Missouri Bars. He is bilingual in English and Spanish.
ANNA PRIDDY, ESQ.
Anna Priddy is a staff attorney for the legal services program of Whitman-Walker Clinic. Anna represents clients in all areas of practice, including immigration law for HIV-positive noncitizens. Anna received her J.D. from the Columbus School of Law at the Catholic University of America in 2006. During law school she handled a variety of immigration and asylum cases through internships at Ayuda, Inc. in Washington, D.C., and the Immigration Court in Arlington, Va., and regularly volunteered with CAIR Coalition’s Detention Project. She is bilingual in English and Spanish. Anna is a member of the Tennessee bar.
BECKY REEVE
Becky Reeve has been the administrative assistant for the
legal services program at Whitman-Walker Clinic since 1999.
She is usually the first person to answer the telephone, direct
calls and attend to the day-to-day running of the office.
She came to Whitman-Walker Clinic with prior experience in
Massachusetts with the Legal Services Corporation, battered
women’s advocacy groups and programs for de-institutionalizing
mental health patients.
JO ANN SCOTT, ESQ.
Jo Ann Scott is a volunteer staff attorney concentrating on immigration law. She worked for the Federal Energy Regulatory Commission’s Office of Administrative Litigation from 1987 through 2005, specializing in electric rate litigation. From 1977 through 1986 she was in the litigation section of the Office of the General Counsel at the U.S. Department of Energy, working to enforce oil price control regulations. She received her J.D. from Georgetown University Law Center in 1977, and a B.S. in chemistry from Stanford University in 1961.
HEATHER WYDRA, ESQ.
Heather Wydra is a senior staff attorney. She focuses on employment discrimination and confidentiality issues. Prior to joining the legal services staff as a volunteer, Heather spent six years as a trial attorney in the Disability Rights Section of the U.S. Department of Justice. She also spent two years as a litigating attorney at Wilmer, Cutler & Pickering in Washington, D.C. Immediately following graduation from law school, Heather completed two federal clerkships, first in the Eastern District of New York and then in the Second Circuit Court of Appeals. Heather graduated from Fordham Law School with honors in 1995, where she was editor-in-chief of the "Fordham Law Review," and Tufts University in 1990.
